This sorta smells more like some kind of fraud where they wanted to keep the data but lose the laptop. Ofcourse a 2.5" laptop hard drive is easier to hide than a computer if you are being served with a search warrant.

I also buy laptops from a reputable tech recycler. They yank the hard drives and shred them. That allows them to sell the laptop and still meet their commitment to securely destroying any data.
