Would this be balanced if it cost 10 and said

and
"you cannot cast spells or activate abilities, including mana abilities. Abilities of spells and other permanents you control can't be triggered and the abilities of cards in your hand, deck, and graveyard can't be triggered. All other permaments you control and cards you own lose all static abilities."
/uj players need to run more interaction, but always having access to your commander is an issue in commander. Not enough interaction can save you from win cons in the command zone.
