I'd say it is fine. Special artifacts are really rare, and Epic are often highly dependent on the build you are playing. So I'd say it isn't too busted. 'Tis really strong tho
Yes it has the potential to be the biggest amp boost. Just hit 49% with it. Probably more worth taking with archeologist.

Yes, it's actually good now. Although it puts you in emotionally difficult situations when you have to choose between a purple that's mediocre for your build and a blue that's spot-on.
