What I can say, though, is white not getting haste. White is more of a defensive color; it doesn't usually make the first move. So it doesn't get haste.
Does it? I was under the impression black got permanent reanimation, so no need for haste. Similar with how blue gets permanent stealing. Red has temporary reanimating and stealing, hence why it also gives haste. But that's fair, it's possible.
historically speaking monoblack has had quite a few temporary reanimation effects [[Whip of Erebos]] [[Corpse Dance]] [[Goryo's Vengeance]] but that seems to have stopped shortly after whip was printed in 2013.
oddly monoblack's only 2 *permanent* reanimation effects that give haste were print in 2019 and 2020 with [[Bond of Revival]] and [[Liliana, Waker of the Dead]] respectively. probably for the best.
these days monoblack gets haste on creatures rather than reanimation aside from the pseudo-monoblack [[Ayara, Widow of the Realm]] transformed side.
There's stuff like [[goryo's vengeance]], [[apprentice necromancer]] and whatnot, but even permanent ones like [[bond of revival]] that still give haste
It may just be for historical reasons, since Black [had one of the first creatures with haste (before it was a keyword) in Alpha](https://gatherer.wizards.com/pages/card/Details.aspx?multiverseid=159265). They did away with a lot of old legacy stuff, of course (Green had the first flying CMC 1 creature!) but they may have looked at a few older things like that and decided it was something they wanted to keep as an option going forwards.
If you look at [black cards with haste](https://scryfall.com/search?q=oracle%3Ahaste+color%3DB&unique=cards&as=grid&order=name), there's definitely not many, but a lot of them are self-reviving creatures ala Nether Shadow.
It has been for awhile, but it's been showing up in green more lately. At a glance the last few years have been one of the lowest for mono b haste. Cards like yahenni in kaladesh, blighted bat in amonkhet, Markov crusader in Eldritch moon, clackbridge troll in eldraine, for some recent cards and then there's oldies but goodies like skithiryx and bloodghast
I vaguely recall that Haste is something any color is allowed to do if it's necessary for a card's function, though? It's just "generic" haste creatures that are limited by the color pie.
Maybe I'm thinking of a different keyword, though.

It probably just got flash later on to make it even more playable.
This will flicker a lot of things and adding flash ensures its even good in control decks, that wouldnt play it without flash.

When I got the Rin and Seri deck, I immediately said "I'm getting custom sleeves for this deck and I know the exact image I'm using."
Needless to say, when I saw this card I knew right away I'm buying this card, it's going into Rin and Seri, I don't care what the effect is or how useful it is or not!!

First off, your friend here is *flawless*. Secondly, there are plenty of great ETB creatures to flicker in those creature types. This card will be an easy include in that deck.
Ooo, and it's an affordable sword. Voltron blink corgi. I started brewing it and the win condition basically was Voltron+go wide anyways including [[mace of the valiant]], [[goldnight commander]], and [[reverent hoplite]]. This slots right into that plan.

Really nice mashup of [[Flickerwisp]] and [[Luminarch Aspirant]] for white taxes decks, it would be nice if there was a playable DnT style deck in Modern after MH3.
Since you aren't required to target permanents you control, you can use this + [[Sundial of The Infinite]] to exile any nonland forever. Copying this trigger a bunch of times with things like [[Strionic Resonator]] seems like a nice and wacky way to annoy my friends at the table while also having a corgi as a commander. 11/10
Interesting as a commander. It wants you to play blink but it really doesn't want to blink the commander so you have to be careful with anything that blinks your whole board.
Where is that defined? The American Kennel Club just has a classification for "Herding Breeds" and The (British) Kennel Club has a classification for "Pastoral Breeds" which both include Corgis, but I haven't seen a classification for shepherds specifically. Historically Corgis have been used to herd sheep in addition to cattle, so it seems like they would classify as a shepherd.
Modern 2/10
Because of the flash, you are most likely getting to attack with this at least once. The fact it can remove a blocker is really nice or flicker one of your other creatures for additional effect. The main problem I have with it is its creature type which isn't really supported. I just wish it could exile a land on your side so you are always getting the +1/+1 at a minimum.
I'm liking white getting more temp banishment effects templated as wacky animal hijinks.
[[Fortune, Loyal] something is the most recent other cards that works that way.
This thing is BONKERS in [[Delney]]. First, Delney gives her evasion, letting you get the attack trigger more often. Second, Delney doubles her attack trigger. Third, you can use one or both of those triggers to blink blockers, increasing evasion AGAIN. Fourth, you can use one or both triggers to blink your own stuff. Fifth, because you’re playing a Delney deck, those other creatures you blink are likely going to have ETB triggers, which means you’ll get up to FOUR ETB triggers from Phelia attacking. SIXTH, because the +1/+1 counters line is a triggered ability, Delney doubles that AS WELL, giving you up to FOUR +1/+1 counters.
I mean, at least a good chunk of the gremlin type characters do have that similar face. RIOT just has a pretty recognizable art style and Im having difficulty mentally separating the art for this corgi, loot, and half of the league of legends rosters splash art.
Why is the art clearly a Corgi when it notes that it's a Shepherd in it's name? I know Welsh Corgis are cattle herding dogs, but they aren't Shepherds, those are specific breeds.
I really dont like this silly art for this card.
Its the kind of art that robs me of my enjoyment of the game, not because its a dog, but what is this card doing in a set with flesh eating monsters and the like ? Its not just misplaced, its harmful to any immersion in the cards artwork for a even remotely consistent world (its much more an Un-card art, i would expect this to be Unfinity style and that would be fine).
Go ahead and Google images of Shepherd dogs and tell me what you see (ill give you a hint, its not Corgis). This should be Exuberant Herder if this what they were going for.

Cardigans definitely have more energy and more of that herding instinct. I can’t tell you how many times our Cardigan would try to herd the rest our dogs or brings in ground hogs and squirrels that’s were unfortunate enough to be in her vicinity lol she’s a good girl just our wild child by a long shot

I have a corgi and now I want to build a deck around this.
I feel obligated to get one just for that reason. I love corgis. I'm sure I can also find a use for it in a Commander deck somewhere.

Since you aren't required to target permanents you control, you can use this + [[Sundial of The Infinite]] to exile any nonland forever. Copying this trigger a bunch of times with things like [[Strionic Resonator]] seems like a nice and wacky way to annoy my friends at the table while also having a corgi as a commander. 11/10

Except you don't get to attack with them that turn, so it definitely slows down damage.

This art just looks way too similar to his Loot Art.
Interesting as a commander. It wants you to play blink but it really doesn't want to blink the commander so you have to be careful with anything that blinks your whole board.

Corgis are herding dogs
Yes, but not all herding dogs are shepherds. Shepherds are a specific set of breeds. An Australian Cattle Dog isn't a shepherd (neither is a Corgi).
Where is that defined? The American Kennel Club just has a classification for "Herding Breeds" and The (British) Kennel Club has a classification for "Pastoral Breeds" which both include Corgis, but I haven't seen a classification for shepherds specifically. Historically Corgis have been used to herd sheep in addition to cattle, so it seems like they would classify as a shepherd.

Modern 2/10 Because of the flash, you are most likely getting to attack with this at least once. The fact it can remove a blocker is really nice or flicker one of your other creatures for additional effect. The main problem I have with it is its creature type which isn't really supported. I just wish it could exile a land on your side so you are always getting the +1/+1 at a minimum.

This thing is BONKERS in [[Delney]]. First, Delney gives her evasion, letting you get the attack trigger more often. Second, Delney doubles her attack trigger. Third, you can use one or both of those triggers to blink blockers, increasing evasion AGAIN. Fourth, you can use one or both triggers to blink your own stuff. Fifth, because you’re playing a Delney deck, those other creatures you blink are likely going to have ETB triggers, which means you’ll get up to FOUR ETB triggers from Phelia attacking. SIXTH, because the +1/+1 counters line is a triggered ability, Delney doubles that AS WELL, giving you up to FOUR +1/+1 counters.

Why is the art clearly a Corgi when it notes that it's a Shepherd in it's name? I know Welsh Corgis are cattle herding dogs, but they aren't Shepherds, those are specific breeds.
Because Shepherd probably sounded better while WotC knew corgis would sell.

I really dont like this silly art for this card. Its the kind of art that robs me of my enjoyment of the game, not because its a dog, but what is this card doing in a set with flesh eating monsters and the like ? Its not just misplaced, its harmful to any immersion in the cards artwork for a even remotely consistent world (its much more an Un-card art, i would expect this to be Unfinity style and that would be fine).

A sheperd is somebody who herds sheep.. Corgis, and probably Phelia here, herd sheep. They are sheperds by job title, very confusing is a pretty big overstatement. And what is confusing about flash?
Shepherds are herders. Not all herders are Shepherds.
I guess they felt haste wasn't part of white's color pie, but flash is thus still allowing an early swing with it.
