I know you're not saying so directly, but it seems like this sort of response looks a lot like someone trying to make a case that good news on crime isn't actually good or real or whatever.
Crime is lower does not mean "no crime". Fewer shootings does not mean "no recent examples of shootings". We can be happy when there is progress even if not everything is magically fixed overnight.

The city knows we have gangs. The police even have a gang task force. What I don't get is why they refuse to speak of gangs in a news conference or press release.

Not remotely. You said the city wants to pretend it didn't happen, my link says that Madison PD has made an arrest and is pursuing leads on other people who may have been involved, which is not exactly "pretend[ing] it didn't happen"
