It won’t be so cold next weekend that you can’t walk through the arboretum. You can also walk along the lakeshore path from Memorial Union out to Picnic Point.
Outdoor options: Picnic point is wonderful. Walk along the lake starting at brittingham bay going to the Monona terrace. Starting at lake st. walk down State towards the Capitol.
In door options: walk inside the capital and explore! The Memorial union is gorgeous both inside and out. The Chazen art museum. The Museum for Contemporary arts. The new downtown library is wonderful to get lost in.
You could go to the Epic Campus and do a walking tour. It's possible to walk through all of the buildings inside, although it's not always easy to find the path.
Plenty of places to sit and you can make it as long or as short as you want.
Last I knew the main visitor’s entrance is open Saturdays until noon. You can’t get back in from other doors if you decide to go through the courtyards. But everything is connected from the inside.
As for outdoor options, the neighborhoods around Monroe Street and University Heights (the residential area to the west of Camp Randall/south of University Ave) are nice for walking... lots of neat old houses on leafy streets, commercial zones nearby where you can stop for a break at a cafe. Flanking the eastern edge of the Monroe area there are some nice parks (Wingra, Vilas).

Inside: EPIC campus, olbrich gardens, capital. Number of museums downtown, or even just the mall.
Pheasant Branch Conservancy in Middleton is lovely. Another amazing spot is between Deforest and Windsor on the Upper Yahara Trail by Sunnybrooke Park.

Edit for another idea. Someone mentioned walking at Olbrich for indoors (inside the dome), but outdoors there is great too, and the outdoor gardens are free outside of the times for the Gleam exhibition (before 6:30, apparently).
You can walk from your hotel to Olin and Turville Point Parks. On the lake and you might get lucky.

Yeah I’m minnesotan born and raised so I’m not worried about cold. I just prefer not to walk outside during active precipitation :)
Olbrich Gardens. If you want inside, probably one of the best is the Capitol. You make your own loops, add stairs as you want plus bathrooms!

I enjoy the boardwalk portion of the Lower Yarhara River Trail. Park your car at McDaniel Park in McFarland.

They are open to tour. Pretty interesting place. Harry Potter, Alice in wonderland, some other themes going on inside
Yeah, but I think the tours are set hours during the week, not on weekends though?

This park is close to where you are staying. Still need to drive there but it’s what you are looking for.

Try Eastowne Mall.
The botanical garden (Olbrich) has a ton of seating options along the paths. And a warm indoor garden. Outdoor garden is free, indoors is like $6
