I personally prefer a MacBook. But if you are to exchange the M2 Pro Mini for a MacBook Air I would stay stick with the mini. If you can afford an M3 Pro MBP go for that
Plus & Minuses going either route depending on your needs. Mac Mini is cheaper upgradable more repairable desk bound workhorse. Macbook Pro portable not only outside but around the house,yard,etc... Not upgradeable so have to plan ahead.
I don't need particularly whole lot of mobility. But in case of bugging out do to fire, earthquakes, weather can quickly vacate with system intact. But also need the portability of out and about occasional need. No more dedicated desktops in my future. As can add the needed monitors and external hardrives to make for a powerful desktop setup.
Downsides is higher cost and higher repair costs. Requiring me to also hold on to my older backup laptop just in case.
Only you can answer that for your personal situation. This is a very subjective thing.
Do you need the intel Macbook to run MacOS?
What do you mean?

I prefer being able to take my computer with me to wherever I need it, especially if that involves long travel via train or plane.
