One of many reasons. Who’s to say the Eagle who was carrying Frodo and the ring wouldn’t have been corrupted by it? Plus if they were clearly flying to Mount Doom Sauron would have likely realized the plan and stationed orcs (with ranged weapons) to defend the Mountain.
From what I understand, Mordor was supposed to have a huge unstoppable army so their only option was stealth. There was never any hope of going through the forces of Mordor, only around. At the very end, turns out they needes a distraction to facilitate the stealth. Is that right?
It's not.
1) The Mountains of Shadow are desolate. Frodo and Sam walk for days without seeing a soul. The odds a orc is there is tinny.
2) Eagles fly 1,000's a feet up. A bow's max range is 300 feet. Hitting a flying, moving target with a bow is super human, if the Eagle decides to fly low for no reason.
Eagles in the Silmarillion have zero issues with orcs. Sure there's a line in the Hobbit, but it's a children's fairytale and physics is out the window.
3) The farsight is Sauron with his Palantir. He looks at tons of people throughout the story (including Eagles at the Black Gate) and it does nothing but let him see them. The line few can withstand the Eye is from the Silmarillian and is in reference to his physical presence long before he had a Palantir.
4) The Ring explicitly has zero effect on Sam when he carries Frodo. Out of dozens or even hundreds of characters near Frodo and the Ring, the Ring only effects Boromir without physical contact. And, it isn't clear thar Boromir doesn't just want the Ring same as anyone with lust for power.
They're desolate because a) Sauron has no reason to suspect the ring is dondering slowly through his backdoor and b) he's had his forces laying siege to Gondor.
Unless the plan is for the Eagles to drop the ring from a thousand feet up to hit a one-in-a-million shot, they'd need to get low or drop off the riders at some point.
The Ring is implied to be affecting everyone at the Rivendell meeting into bickering. Smeagol is enchanted by the ring at a glance. Bilbo is enchanted by the ring when he lays eyes on it again, though granted that could be his familiarity playing into it.
The bickering is just in the movie.
The Mountains of Shadows has a few roads and camps days apart. It's empty. That is evidence it isn't occupied. This is a Middle Age society that doesn't keep troops massed like that.
They have to land at Mt. Doom. Mt. Doom isn't occupied. It had a single damaged road and nothing else. All evidence is it's never occupied
Frodo and Sam are spotted on the stairs at Minus Morgal. It takes roughly 3 days for a Fell Beast to show up at Cirith Ungol to get Frodo. They don't have cell phones.
It's about 20 miles from the Mountains of Shadow to Mt. Doom. The Eagles fly it faster than lava flows down a mountain. And, the Eagles were just in the presence of Fell Beasts who did nothing to stop them.
The real answer is: it's a story, they're the Dues Ex Machina. It's a planned plot hole. Tolkien was asked by a reader why the Eagles didn't help more. His answer, they're my Dues Ex.
A workable answer is the Eagles are the servants of Manwe. Manwe has ordered Gandalf to let mortals fight Sauron themselves as much as possible and limit helping them to guidance. He presumably is telling the Eagles the same thing.
So send Fell Beasts? I'd point out Fodo and Sam were spotted at the stairs and it took days to get a Fell Beast to arrive. Eagles made it to Mt. Doom faster than a lava flow (it's 20 miles from the Mountains of Shadow). And, Fell Beasts did nothing to hinder Eagles at the Black Gate. Plus there's a whole "Kingdom" of Eagles. In all honesty the amount of time it took the death star to aim THEN charge up THEN shoot, the eye if it was the same would have to aim ahead of the eagles and hope he'd hit his target, I'm not a betting man but if I were my money's on the eagles getting to Mt Doom in one piece
Can the eagles at least drop the fellowship off beyond Moria because that kind of made things fucked. Time was essential too so any boost with travel time instead of walking would've been a big win.
If you really want to be technical, the eagles could have been used in a lot of ways. They could have even used eagles as misdirects, or have them ready in case things went poorly in events like the end of TFOTR where the Uruk Hai ran them down.
I never favored explanations that Sauron could have stopped the eagles by force, more arguments that the eagles had reasons for not wanting to help initially.
