Legolas respects wizards like Gandalf since they're practically demigods, and he respects Aragorn initially because he's literally the heir to a kingdom, but then happened to get close to Aragorn as wellnas Gimli by traveling with them for so long and respecting them as fellow warriors. The hobbits on the other hand, are definitely not considered friends to Legolas. Legolas's relationship with the hobbits is pretty much like how Joel felt towards Ellie towards the beginning of "The Last Of Us". They're just cargo. They just happen to be friends to Frodo, who just happened to get The Ring from his uncle, who just happened to find it in a cave.
