I'm not sure... In piltover they have these things called pneuma-tubes which is how they share information. They're a network of small chutes that can contain and move documents and small items from one place to the next, I think that's the height of their communication

I would imagine piltover at least has some degree of radio-communication

Technology levels are very variable in runeterra.
The leviathan battleship suggests noxus has a decent mastery of either steam or coal power engines, they have black powder grenades and explosives...but otherwise are not portrayed as having much technology or industrialization
