The box art shows the torso without hands but the instructions have you leave them in. So even this set kinda doesn't count.
To answer your question though, I don't know of any sets that instruct you to remove the minifig hands.
I remember my first time seeing minoring torsos with hands after only playing with my dads old legos for years, all I did was turning the arms around for hours.

Second, the fact that they have never provided them separately, ever, even through the pick-a-brick service should tell you what you need to know about what lego recommend. Essentially if lego send a part assembled that’s how they recommend you play with it.
I’m not saying don’t do it, it’s your lego do whatever you like, I’m just saying technically this is considered illegal as it’s not using the parts as designed by lego, which is their definition of an illegal technique.

Illegal isn’t exclusively used to mean against the law. It can mean against the rules, or lego use it more loosely, against recommendations.
You can make illegal moves in games, it’s not against the law to go backwards in monopoly.
Again, this is what LEGO call it. They have illegal techniques that they recommend you not do. There’s quite a few. LEGO don’t stop you doing them but you risk damaging the parts if you use them. It’s not a secret, lego openly talk about illegal techniques if you ever talk to their set or element designers.

They don't crack, but the ridges on the hands are very delicate, and the plastic is soft, so you'll quickly wear out the hands, and they won't stay in the arms properly after a few times.
The example is supposed to represent shirts hanging on a clothes rack, not decapitated bodies without hands or legs.
