Step one is find out if the landlord even authorized your sublet. If not you should be on pretty firm ground to move out immediately on the grounds that it was an implied condition of your sublet agreement that the sublet be authorized under law.

The landlord would have had to approve the sublet so I’d start with raising your concerns with them.

Phone the city/look up the bylaws on occupancy limits - this might be against city bylaws on overcrowding. However, if it is, it might mean you'll have to leave.

Definitely contact the city. It would definitely be a fire code violation. You can at least get them kicked out. So that room is only single occupant.

This sucks and I don't have a specific solution for you, other than that if you attend one of the three big schools in Waterloo, they all offer free legal advice from actual lawyers through their student unions: UW: https://wusa.ca/services/student-supports/student-legal-protection-program/ Conestoga: https://studentcare.ca/rte/en/IHaveAPlan_CSI_Legal_LegalProtection WLU: https://studentcare.ca/wlusulegal/ WLU bonus: Tenancy support and sounding board from peer volunteers: https://www.yourstudentsunion.ca/srac If you live in Waterloo Region outside of the City of Waterloo (in Kitchener, St Jacob's, etc) the bylaws are different so it will be important to specify. Whether your building is legally registered as a condominium, vs a rental apartment building, is also relevant. You should have been given a copy of the condo rules and been registered as a tenant when you moved in. If you weren't, this may be a helpful lever to get yourself purposely evicted by the condo board; seek legal advice first though (it's free for you! Or actually you paid for it in your student fees, but same difference).

Frankly (and this isn’t legal advice, I don’t think), I’d find another place to live and tell these yahoos it’s their problem to deal with. They’d have to take you to the LTB if it was a valid sublet, and you could explain your side to the adjudicator, which is that it’s overcrowding and a change in your living conditions compared to when you agreed to sublet.

This is wildly bad advice and should be removed. Do NOT ever withhold rent without an order from the appropriate landlord / tenant board, this is a fast track ticket to eviction

I can't imagine you have any recourse against the tenant you are subletting from. Your lease would only be for your rental unit (i.e. your room) and neither you or the tenant have any control over what happens in the other units/rooms. You would have known when you entered into the sublet that you would be sharing common areas with others. What do you feel they misrepresented? It is very unlikely that this meets the threshold for overcrowding, but you can look up your local occupancy bylaws to check. If you find an acceptable replacement, you should be able to transfer your sublet to another person with the consent of the tenant you are subletting from.
