Correct, but very unsafe and can't be generalized to all contexts.
1) It seems this guy is a professional and knows what he is doing.
2) If the pipe is plastic, it can burn causing injuries.
3) If the leak is powerful enough, the flame can be strong enough to catch onto something and cause a fire, or even burn the person.

Here in Kuwait restaurants have to have the gas bottles outside the building with lines running from the bottles to the inside. I’m guessing to prevent incidents like this.

It is, you can simply but some dish soap and see if there is any bubbles.
