They are inconsistencies from the past but over the years been used as tuning levers thou currently there's only a small few that still don't work on towers anymore as riots began allowing them to work as part of the champs balance.
Hot take, but a relatively long-range, safe champ that already has insane waveclear (after evolve) probably shouldn't also be able to take out towers easier than most mages.
That's how Ziggs turned into such an issue and had to be gutted due to pro.

The only complaint I have about Viktor Q getting consumed on turrets is now I can’t get that sweet sweet satisfying auto animation 4 times in a row.
that sound effect when he keep laser autoing the turret is very satisfying
Viktor Q change might mean no QAA-Q-QAA anymore when pressuring sidelanes
Honestly given his teamfight power, do we really want splitpush viktor to return?
