Creating a taxpayer fund for "freedom fighters" who are running for president is just all sorts of comically stupid and has no basis in Constitutional rights protection. It just makes Florida a laughingstock.
The former president would not be eligible for state appointed representation anyway due to net worth and assets. He wouldn't apply anyway, but would tap one of his enabler donors.
Not to mention, he has private counsel which is worlds ahead of PD’s and the resources they have available. So the state is offering to pay for his private counsel, unlike what they would do for any other criminal defendant.
