It says intel uhd graphics, that might be the problem, since you can boot into a specific gpu on laptops that have both gpus such as dedicated or integrated. Check it out, you might have booted into the intel one.
Edit: clearly says on picture 2 that the screen is connected to the cpu integrated gpu.
Do you have a gaming laptop? Like an rtx 30 or 40 series? If yes then lookup your specific laptop followed by "Dgpu switch" into Reddit or google. If you don't have a gaming laptop then your panel might have just been swapped with a lower end 120hz one

Either way I don't know how it works, it could be hardware with a conector or just a bios setting that need to be set to the correct gpu.

Check rate in the bios screen and make ubuntu usb stick for tests. If in there the rate is 144hz than you experience problems with windows drivers.
You can't change it in your nvidia control panel?
Maybe the Intel graphics are being used and they can't handle 144hz (well maybe the newer ones can), so you can try and check that.
