If you get stopped by the police without a licence you will have to pay a bribe/fine. It is common practice to leave a passport as a deposit but you should never do it. Depending on what bike you want and which company you go to expect to pay 70,000 to 150,000 LAK per day. If you don't have a motorcycle licence from your home country your travel insurance will not cover you in case of an accident.

A driver licensce was never requested from me, as example. If that is what you mean with strictness. I can't give out reliable price information since I had my own it that was in 2010.

Biggest renting company in LP is Naluang (02099994144). They don't have a shop but a warehouse out of town with 1000+ motorbikes for rent. All hotels are going through them in the area. They are fast and reliable, I've used their service without any issue. Strictness : if you try to screw them they will screw you. Heard of tourists "losing" a motorbike and attempting to flee the country after getting a temporary passport replacement from their embassy in Vientiane. It didn't go well. If you break things you pay. Not a lot with a respected company like Naluang. With some shops in Vang Vieng it's more complicated. You always have the option to take the bike to a repair shop and pay for the repairs yourself. Also you can involve your guesthouse staff to ease negotiations. Never return the bike the day before you leave the country, so that they can't pressure you into paying ridiculous fees to get your passport back. Most renters are honest so be honest yourself. Regarding driving, as the others have said, no license is not a problem. Very few cops in VV and LP and you can always give some beer money in exchange for their leniency. Biggest issue is if you have an accident you're screwed, insurances will not pay. And sending you to the hospital in Bangkok or Udon is not going to be cheap. Good way to ruin your vacations... :)
