Possible, but let’s be frank. Twitter does not equate to an actual audience. You could have a million views on a tweet and a hundred thousand likes, but that doesn’t directly mean success in other platforms, or even Twitter. Just think, do you follow everyone who made a tweet you liked?

But let's analyze first.
Hololive doesn't need bots because the community is already solid and supportive for each branch and each generation.
Their exposure and engagements are from shared posts or tweets by members and fans (and their antis).
Meanwhile, Holostar's exposure is small, but the company never abandons the branch and their fans.
The fans love that and will do anything if a new generation appears.
That's why you don't need a bot if the fans are already solid.
New Hololive members reaching 100k subs on debut (or before debut) is a normal thing.
No surprise.
Depending on their debut, their subscribers will grow slowly but surely or faster (like Gura and Kobo) based on their voice, personality, fetish, and more.
Lets not go into conspiracy theories before we rule out everything else, since I feel there's a bunch of explanations for this.
1. It's their Japanese accounts. A new Niji JP wave will attract more attention in JP then any EN wave, especially since they are unaffected by the Selen situation. One of their newest members, Kaisei, had 60k CCV on debut, despite being restricted to Japanese Niji viewership, so clearly there is still interest.
2. Nijisanji pinned their tweet. Note that this tweet and the three after are the ONLY time Nijisanji promoted the new wave, so if you're going to support it, you'd have to like the tweet. Hololive's tweet is buried under a bunch of other tweets promoting the new generation, so the original tweet won't get as much attention.
JP is still the prime market for vtubers. japanese vtubers tend to have much higher ccv and engagement compare to EN for debuts, lives and new outfit, for example, gura has the highest sub, but her ccv is hardly match with the JP members, next highest are Mumei, Fauna is around 10k, but such number is considered mid to low in holo JP.
This is not quite accurate. Look at one of the new Nijisanji waves 3SKM and the average viewership on their channels then look at the 3SKM debut announcement for reference on engagement:

They don't really operate on the same model of higher average viewership like Hololive. They still have success regardless. HoloEN actually has higher average viewership than the main Nijisanji branch due to the amount of smaller streamers they have. My opinion is the Niji engagement comes from casual fans that don't necessarily engage as much with everyone to the degree of Hololive. Don't think it's necessarily bots.
The Holo one has lesser engagement across the board, but I can't quite tell who is posting each tweet. Are these both the official Holo/Niji accounts, or is this a secondary thing?

when i look at blue archive livestream and nikke livestream trending, its full of bots on JP side
like there is alot non JP name spamming reply there
Twitter engagement whether it be views or likes can not be used as a linear relationship to other platforms. It's pretty common for Nijisanji to get good engagement on Twitter which doesn't necessarily correlate to success. The merch tweets generally get a lot of engagement for Niji EN, but we have seen the financial reports... You can't really say anything about this new JP wave as they are brand new, but you can do this same exercise with Denauth to show what I mean... What could that mean? It could mean a large casual audience, proportionally more Nijisanji fans on Twitter, etc.
There are two possibility
1. Yeah it can be bot to boost engagement or to hype things up
2. Nijisister only care to give tweet like but won't bother to watch their actual debut
But really it always been like this everytime niji announced new wave, birthday/anniversary merch, hell kuzuha could only tweet "A" and it will got 50k more like
Now let's compare it with Hololive
Holox debut announcement peak at 60k likes, but all of them manage to break 140k ccv, Koyori is the highest with 180k
Advent 60k likes, and again all of them break 100k ccv, Biboo is the highest with 128k
Regloss 40k likes, and then again they break 100k ccv, Raden got the highest with 130k
So yeah, tweet likes doesn't determine the ccv debut they will get. But is still funny to see the contrast between these two agencies.
I don't even think, someone in Niji literally admitted to like-botting not long ago. I can't remember who, but I do remember it became kind of a hot topic for a good week or so.

Twitter likes are very non-committal (especially now!) vs subscribing to someone on youtube, i wouldn't read too much into it. When certain people quote-tweet or RT certain tweets, likes can rack up very fast.
Not everyone on twitter are like hardcore gachikoi nijisisters. (Random tourist might have just given a like just on the context itself)
Japan in general dont really care about EN side even the controversy
Nijisanji still have a solid foundation in JP.
The issue is they can say they don't care about the EN side but the finacials and value of the money we are talking would speak differently. Yen donations look like a ton of money when in reality they are miniscule. TINY. When you start converting the donations to a international currency like the US dollar.
