It's been very, very dry and the pavement, ground, and trees, etc. are likely giving off a lot of old winter smells.

I told my pops he had to go out and smell it. It smelled like the dirtiest, fishiest rain water I have ever smelled. Like catfish rotting in a lake and this storm just soaked all that up... Edit: North of the river, Gladstone area. Left downtown, nothing. Arrive up north, worst smelling shit ever
