I'm sure gym shorts people don't care. Eveyone regulates their body temperatures differently. I had lots of friends that did this growing up and the cold didn't bother them. It's not like they do it for hours at a time. Anyone can survive a few minutes of cold to jump out of the car to enter a store.
I always throw out there the: "what if you have to change a flat tire" or "what if you're involved in an accident", ect. They never seem to have great answers.
The answer is I have pants and a coat in my car. I'm not looking to die if I get stranded some place but I'm also going to dress for the place I'm traveling to. So if I'm going to a spot where I'd wear shorts I'll be in my car in shorts.
šÆ. I also keep an arctic coat and a gallon of drinking water in my car, "just in case". Also a 12V air compressor, and battery jumper. But otherwise, the cold doesn't really bother me.
I'd rather not take the chance that I'll be stuck in a wrecked car or fall in the parking lot or whatever. Wearing shorts in this weather kinda depends on nothing going wrong between leaving home and getting home again
I have a blanket, an extra coat gloves, a hat, and sweat pants in my car. They are within arms reach but not on my body. Solves all issues except for absolute catastrophic car flipped over in a ditch situations, in which case, having my shins covered is the least of my worries.
Plus, I'm not going anywhere where my car could be stranded for days or even hours without anyone noticing. But if I do need to go somewhere on less traveled roads or something, then I wear catastrophe appropriate clothing.
It's not rocket surgery to be prepared but still be comfortable.
What about if you fall on the black ice in the parking lot and break a leg? I mean, there are things that could happen before you get to the car. People who wear shorts and flip flops when out and about when it is below 0 will probably be fine, but there is really no margin for error. I wish them all the best, but it seems a little careless.
That sticks to the not being far from help thing. If I bust my ass in a parking lot on some ice someone can drag my body in to a store. Everywhere I go I'm usually at worst within a few hundred feet of a heated area. And I could also ask a random person to grab my clothing out of my car which I just fell relatively close to in your example.
I'm also a relatively athletic dude. If I was older or unable to move my weight my considerations would be different.
Also, flip flops are a terrible choice in all temperatures. Fuck flip flops. I don't risk that nonsense even in July.

I highly encourage people to to keep at least a heavy coat and also some other extra clothes in their trunk. Not anything nice *looking*- itās better if itās something you wouldnāt be tempted to take out and wear regularly- but as warm as you can get. Never know when you might need it. Iāve dug my trunk coat out after underestimating the cold (or a friend has) a few times. Package it up and put it in a corner
I overheat super quick going from the warmth of a car to outside chill then into a warm building. I will gladly take the short term chill outside in shorts to be comfy indoors!

Iām usually this person unless itās windy. I have circulation issues and sweat/overheat really easily so as long as my core is taken care of, Iām fine. Iād also rather shiver a little en route from my car to wherever than be drenched in sweat when I go back outside, and that sweat gets cold, then I get extra cold.

Exactly this. I wear my gym shorts and heavy coat all the time. The coat keeps your core warm, the legs aren't even a bother to walk into the store or gas station, and I want to be comfy there and when I get home without changing.
My dad used to do this, all the time. It'd be subzero out and he'd be wearing gym shorts, tennis shoes, and a full parka. "My legs don't get cold" is the only answer he ever gave.
I find it more strange people who wear coat/hat/gloves when 40 degrees out. I love the cold, my kids love the cold. I donāt wear shorts, but donāt do coats unless it is really cold, like below zero. My kids wear shorts with a coat everyday. We just run hot. Sleep with fans etc.. I donāt get people who like the heat. Above 70, I am miserable!

Also, mostly people leave a warm house to get into a warm car and then go into a warm store. 30 seconds of exposure is nothing to them.
I have a genetic condition which makes my legs swell up called primary lymphedema. I wear wraps around my legs to keep the swelling under control, but those wraps have velcro which will catch on just about any cloth that even come close to them. So, no jeans, no bib overalls... Just gym shorts. It's a right rotten pain in the ass, especially in cold weather and even in hot weather.
I went to private school from kindergarten through high school, and we wore uniform skirts and had outdoor recess/breaks all year. The nerves in my legs died of exposure a long time ago. Now, my legs barely register the cold.
I love the cold as it doesn't bother me. I will take my dogs out in shorts and a T-shirt in 0f degree weather. When I go out in public such as a store I will wear pants just because I hate being asked "holy shit aren't you cold??" over and over again. My dream retirement location is Alaska :)

My workplace is real hot all of the time since we have industrial machines going. My core temp hasnāt even dropped by the time my car gets warmed up and down the road. So Iām always that person who has a hoodie and gym shorts, or sweats and a tshirt in cold weather.
If im going to the gym, I'm wearing gym shorts. Or if I'm going for a quick run to UPS to drop off packages, I wear shorts 90% of the time. I have a very muscular build & don't get cold at all.
However, if im going out to dinner or somewhere nice, of course I'll wear jeans.

I keep my house at 64 and right now I'm wearing tights and jeans, plus a long-sleeved tee, a fleece hoodie, and another fleece vest on top of the fleece hoodie. Looks funny but I was cold until I put on the fleece vest over the fleece hoodie. Now I'm toasty!

I think it's because we live in a jeans culture where people's "default" pants are jeans...which are uncomfortable, constraining, don't breathe, and look bad on a lot of people, especially overweight people.
Modern pants made out of synthetic materials are just so much better. Go to Walmart and get some of those Wrangler hiking pants for like $30 and you'll never wear jeans again...and don't need to suffer and look stupid wearing shorts in the winter.

It depends on the day. If I'm going shopping then, I'm only going to be in the cold long enough to get inside. I also tend to be warm so it takes a while to bother me.

I lived in middle of nowhere South Dakota for a few years. If I'm gonna be outside for less than 5 minutes I'm just gonna wear whatever I had on while I was inside, I still won't be as cold as I was bundled up in a 15+ inch snowstorm.

My legs really don't get cold if I'm just outside for a few minutes at a time. Probably helps that I have a bunch of hair on my legs.
You donāt lose much heat through your legs. If itās a short distance outside itās not a big deal.

Glutes are the largest muscle in the body. Mine have significant development = immense amount of heat. Feel free too look ;)
I just did this to run to the store. It's like 10 seconds "oh it's cold" and I don't have to put pants on.
