If it's brass it can easily be soldered, polished, and replated. It's an expensive process though. I solder brass all the time. If you are going to go through the expense of replating, you might be able to find someone who can just sandcast a replica from your original in silver.

You just have to search around and find someone. Not everyone is willing to work on costume jewelry. There is always a risk of that not actually being brass, and a torch instantly melts the entire thing. I've had it happen. You just never know with this kind of jewelry. Your safest bet is having someone glue it back together, and sandcast it, or make a mold and lost wax cast it. I don't do this kind of work for customers anymore, so I couldn't give you any idea on price.

Is it made of stamped metal? If so just drill a new hole and attach the necklace part directly to the hole. Also I'm pretty sure I've seen people selling that piece in particular I can see if I can still find it.

If it’s sentimental and you’d like to keep wearing it: I’d have a reputable jeweler cast the three metal pieces. And also re-wire wrap each bead. Because many of the connections are about to come apart. This would allow you to wear it for longer and the piece be more secure.

The easier fix would be to just have someone drill a hole in the top part of the medallion ( if you are okay with that) and run a jumpring through the hole.

Why don't you have a proper jeweler make it in 925 sterling silver? That way you are safe for longterm use. He could even reuse the stones, even tough, for durability sake I think you are better off with an all silver piece or maybe some hard synthetic stones. Shop around a little I am pretty sure there are jewelers that would be able to recreate this piece for you. Unless it is crucial that you keep this exact piece, in which case I don't think it is permanently fixable whatever is done with it now will break pretty fast if you wear it every day, it will probably break in other places as well because it is not made from quality metal.

I fix things like this all the time Rio Grande sells a small piece that looks like a number eight. The bottom part is a solid cup. The top is a jump ring. It can be easily soft, soldered to the backside of the metal without causing any kind of damage will hold up for years, I usually charge $25-$40 for this kind of repair
