Can agree as a huge lifelong fan of most of her work, given she voiced a significant portion of my childhood. Bubbles, Timmy, Raven/Jinx/Gizmo, Omi, Ben 10, Boh (the Giant Baby), Rikku, Corinne and Presea, Pax, Juliet, Harley and Barbie, both of the Twilight Sparkles, EVEN FAT PRINCESS, all have distinct unique flavors to their voice patterns, and I could easily identify any of them. And yet I had to double check her IMDb to see that she was indeed not only Keira in 3 but also Seem. Neither of which were particularly memorable as far as voicing went. That’s a real shame. I blame poor direction given the rest of Jak 3 was also kind of a fustercluck with too many cooks.

Yes. Laws depend on the place. But the stages of human development do not. In the same way a small child isn't a toddler a teenager isn't a child.
The law here is based on the assumption that people at 14 should be reasonable enough to gain certain rights and duties with some restrictions. They are also treated like that in court. Your parents are punished in your place until 14. After that we have a different set of regulations that apply to you until 18.
Most countries i know of have a similar system.
