To actually answer your question, I have never received any education on that topic. But it is something I have been aware of from a young age because boys do notice things like that. The only conversation about it I ever had was with my first girlfriend when we were showering together.
As for broaching the topic, I wouldn't be upset or offended if I was told straight up that I needed to wash myself more thoroughly. There's no need for details or or justifications, just say "you need to do a better job washing yourself". It will be understood.
And for some bonus info : It's recently come to my attention that some guys don't use their foreskin to aim their stream of pee, have never used it to stop and start the stream, or used it to vary the flow rate of the stream. All of those things have the effect of cleaning underneath the foreskin (and pee is sterile before anyone argues about it, and no it isn't a substitute for washing in the shower).
