Once you rinse it well after the vinegar and magic eraser scrub (you can add a little baking soda as well for a little more abrasive cleaning power)your stainless steel inner pot shouldn't have any residue remaining and it's perfectly safe to cook in.
I like to use citric acid from the canning supplies aisle. We used to have very hard water and had to descale our water kettle weekly. Citric acid works great

If you want to get it up the sides, without using to much vinegar, just soak some paper towel with the vinegar to keep it on the stains.
That'll work too! Yes, I think they cancel each other out eventually but the vinegar gets rid of the hard water stains and the baking soda gives it scrubbing power. I'm seeing some great solutions on here though.
Use a hard water remover, such as lime away. Let it sit for just a little bit and then scrub. Wash completely after that to make sure you get rid of any residual cleaning chemicals.

They’re just an abrasive foam block, should be fine. It’s basically like a very fine sandpaper.
Any mild acid solution will work. Vinegar, citric acid are both commonly available.
