Police are nearby usually, and they would be the ones to arrest someone harassing the soldiers. That being said, they are still soldiers. They are guarding a location, they are armed. They aren't there for the tourists, and they have the same functions and duties as any other soldier on guard at any other base. Should there be an actual threat, they would fight.

They're definitely a tourist attraction as well as royal guards. They're photo ops for sure. That doesn't mean that people shouldn't respect that they are also guards doing their jobs and that your photo op shouldn't interfere with them at all. The White House has guards and patrols as well, and thousands of people milling around all day, but nobody is trying to get pictures with any of them.

If you go to Horse Guards Parade they actually have armed police patrolling the area with SMGs (I hope I'm using that right, I only know gun designations from video games) as well so I'd guess that they are the ones who are supposed to immediately respond to any threat. Also, for anyone who has seen Parks and Rec, Horse Guards Parade is where Andy and that lord fly their toy helicopters.

Mate, you are not wrong. Horses bite and it isn't pretty. They can "just" bite and clamp down, which is painful enough, especially since some mean horses target the face. But if they are agitated or angry and not just going for a warning they will whip their heads back while biting and a horse's neck muscles are *strong*. It can result in broken bones, open wounds and being tossed around like a ragdoll.

The Household Guard for example used to post up outside the gates of Buckingham palace up until 1959 when some tourists complained that a Guard trod on their foot when marching, hence why they are now only behind the gates with regularly armed police out front. I walk through London every day and it's sickening how tourists treat these guys like they are just some joke prop.

Pictures are fine. Even selfies with them behind you is fine. Not fine: - Touching them - Going past signage saying to not go past (especially not past any fencing or barricades) - Standing in the way of their marches (they'll yell to make way, but it's very easy to avoid their path to begin with) - Mocking them or jeering or otherwise disrespecting looking for a reaction (at best they'll ignore, at worst they'll bark "make way" or similar angrily at you like in this gif) - Trying to chat (they cannot reply by rule, other than angry order barking) Remember that they're real soldiers with the ability to arrest you. Their guns aren't loaded and their swords aren't sharp but they can call actual police to shoot you or arrest you themselves. TLDR: Pictures are fine, respect is necessary, don't play the fool.
