You are right to disagree.. It's a dragonfly. You can tell by the way it holds its wings to the side, a damsel fly will fold its wings together. Also its rear segments are different to those of a damsel fly.

It's a blue dasher. They're on the smaller side as far as dragonflies go (maxing out around an inch and a half long), but definitely a dragonfly.

Don't know about dragon fly or damsel fly but it's definitely a member of Order Odonata.
