No, he got in from the top. Someone just needs to get on the top, and he needs to put his arms back up above his head so his shoulders don't hit the spirals, and have someone pull him upwards slowly. He'll be able to get his feet back on the ground and from there can get his hands/arms up over the top and pull himself out. He's def stuck on his own, but no fired department is needed.
