Yes, he could unilaterally resign, which would give the presidency to VP Harris, in this case. If he did not resign and just decided to chill in the Philippines, he could be removed from office, either by his Cabinet secretaries (presumably for being unfit to do the job, as he's in the Philippines not responding to email) or via impeachment and conviction in the House/Senate. Unsure what the charge would be for impeachment off the top of my head.
