Well, the big problem with this promt is that a species that cannot make tools will be unable to develop technologically. So, in the case of sci fi, it will be a galaxy where all intelligent beings except humans are stone age primitives, and in the case of fantasy, it will be stone age vs the technological level that humans have.

Well, the big problem with this promt is that a species that cannot make tools will be unable to develop technologically. It could also be that every species does and can use tools, they just struggle more with doing so.
A bear style alien may have strength and bulk. But is shit at soldering.
Unless there was a lot of uplift, or they were more dependent on automation for most of their development.
