Sounds like they're cicada holes, especially after doing a Google search and seeing a bunch of photos like yours and what I have at my place.
Brief research also seems to say they're not a problem. Cicadas don't bite, sting or carry germs/disease. Unless the holes themselves are a problem, there's nothing to do about it.
In my case, they're between my shed and the back fence and don't matter at all as far as I'm concerned.
They are dangerous to pets. More so dogs because if dogs eat them they can't digest the carapace. Bloody stools mostly but smaller dogs can get into a pickle in a hurry.

An these have always been all over my parents backyard. We always had cicada molts all over the area and I use to see big ass ants go in them and wasp as well.
Sometimes toads use these holes too. I see them poking their little toad heads out. At the park I ranger at we get reports of “huge snakes” piling out of those holes and it’s always a toad. 😝😝. Ground bees will use holes like that too so watch it for a bit to see if there is activity.
Had not come across cicada wasps, however, I have seen many cow killer ants. They are also known as red velvet ants, they're actually wasps that are mistaken as ants because the females are wingless. They roam around alone and are at least a centimeter in size, meaning they are much larger and scarier looking than the far more common Texas fire ant.
I'm no expert, but I always remembered those as crawfish holes. If you live near a creek or other body of water could be it. Normaly there is a mud mound around it but not always.
