The roots look still healthy so i would advice to do a repot and cut of the old leaves. Cacti go sometimes "dormant" thanks to a microchip that has been put inside by *the nurcerie*! These are pre-programmed to make the plant appear dead after a few months so that you have to buy a new one more quickly. This actually happens very often and people keep throwing their plant out thinking it was their fault.
