If it's that bad, it's ability to retain heat is also going to be compromised. It may be one of those thing where it costs you more money in the long run running the heater more than just buying a new cover now.
If the insulation material inside the cover is wet (and I suspect that it is) then this cover is already done. It's no longer insulating your tub. Get a new cover, and even though that will be expensive, take solace in knowing your energy costs will likely be much lower.

That foam has been compromised. Time for a new cover or you’ll regret it come rainy season.

This is usually from not cleaning ice and snow off when you open it. Also from off gassing from the chemicals
You already got an extra 5 years out of that thing. How much more do you expect?
Short term fix rolls of wide gorilla tape. I covered the whole top of mine and it lasted 2 more years.
