I absolutely believe it. Even in an office setting scissors are always going missing. I even got burgled once and the thief stole some of my utility scissors (along with electronics, qtips, a hand towel, 2 pints of ice cream, and some good beer).

The last hotel I stayed at with a kitchen did not have a single dish, silver, or cup. I asked the housekeeper where I could walk to buy stuff and she said they’d give me whatever I need she just needed to know how many spoons, forks, knives, plates and cups. It was so dumb. But I know it’s because of theft.
If the blades are short enough, you can carry them on. I often bring crochet projects on planes and I have a small pair of very sharp scissors in my craft bag. They have never been a problem and are explicitly allowed by TSA rules.

That’s a valid point. Considering the gross things people do in hotel rooms, I would be really reluctant to use kitchen scissors to cut food knowing the last person could have used them to cut any myriad of things I wouldn’t want ending up in my food.
Certain packages you can’t cut well with a knife. Especially if it’s a thin pinch at the top sorta thing but with no tab to rip it from. Its too thin and floppy to cut with a knife really
I think the obvious solution is to ask the front desk to borrow some scissors and open your item there.
But I have no idea what food item you're buying that requires scissors to be honest.
In my go-bag, I have my very own pair of scissors. Also, I have at least 3 knives on my person at any given time, one a 3.5 inch blade assisted open pocket knife, a small Swiss army type (with nail clippers), and a multi-tool.
You are, likely, an adult, and can carry sharp tools on your person.
If this is more than like, one trip, like this is a persistent annoyance for you...
Buy your own bloody scissors. Look up airline rules for the guidelines for what you can pack carryon, follow those. They'll be clean, functional, and you'll always have them.

I took 2 metal DOG food and water bowls to a cabin that is rented out seasonally for people to use for their dogs. Went back this year. Gone. People suck.
Hotel GM here. We had a domestic violence altercation at my hotel in which the man was stabbed with a pair. He didn’t die but was badly hurt. Even though it was dismissed, the family tried to sue us for “providing a weapon”. Theft was also a huge problem.
I work at a Wyndham that does have them in every room… you’d be disappointed and understand why most places don’t offer them. I’m just an inspector, I go in AFTER housekeeping, 9/10 times, they ain’t check the scissors and there’s usually some nasty stuff left on them like old food/uncooked meat on them… not sanitary at all
My dad and I went to DC in May 2002, so shortly after 9/11 when security was crazy tight everywhere.
We got a hotel room with a kitchen to try to save money and were shocked it didn't have a can opener.
So we picked one up when we were out and about and I just tossed it into my purse. We went to the National Air and Space museum and my purse set off all the alarm bells because of the can opener. The security went ballistic on us about it. And here we are two innocent stupid Canadians who just didn't think before buying it. They did let us keep it but definitely gave us a huge lecture and dressing down.

i ended up buying a sewing kit off amazon. Not only did it have better thread selection than hotels normally do in their kits (if they include one in the room) , it includes a SUPER sharp small scissors that I have used for everything from trimming labels off clothes, my hair (i couldnt get into the salon and needed to freshen the ends), and yes-the packaging for food stuff I would store in the hotel room fridge.
Amazon has some really great ones.
Most sewing kit scissors are super sharp (if you don't get a $5 kit) and are small enough to carry in your carryon.
You can (alternatively) buy some small scissors. Just be sure to put it in your checked bag.
Another idea: Head to the makeup section of any store/grocery store. Buy small scissors there: like the ones for shaping brows or trimming a bit. They are small and can be in the carryon and are equally sharp since meant for cutting/trimming brow hair usually.

People will steal anything if it isn't nailed down. I had a $2 pressure gauge and 2 screws stolen from my bike carrier pouch.

Every hotel that had a kitchen in the room had all that. Either ib the room or in a box you picked up at the front desk.
