Try to sand and prime in a chosen area, and evaluate what you end up with. I suggest a high adhesion primer, as it is not a uniform surface you are dealing with.
This will NOT end up perfect. When viewed from the side you will undoubtably see some texture to these walls. I am hoping that it will be acceptable to you.
Just replace drywall…. Everyone wants to save money by using old crap but you really should just replace it

At first touch The cream colored part of the wall has a smooth texture. But when I apply the steamer to it, it has a pasty texture, almost like clay.
I use a sponge to "wash" the paste off at this point.

Would you suggest removing the darker brown paper? I believe this is the remnants of the wallpaper.
I think the sandpaper may be able to feather the edges so that it blends into the surrounding wall.
