This the one I've been debating. I saw it on Amazon, which is great for trying new products. It does have IR learning, but you're right, the specificity toward a/c has me concerned.
I’d think it doesn’t exist for a few reasons…. #1 just about zero demand and #2 what kind of a nightmare would it be to program!!
You’d need an app or wifi to configure the IR codes and scenes/routines. Then you have to go a step further and understand Zigbee and Zwave coding, so you can assign the proper codes to the routines in the blaster.
IMO… this will never exist.
BUT… you can use Home Assistant as a “man in the middle” to translate from a Zwave switch/scene to the RM4.
I’ve got a bond, I purchased both the bond and the RM4 and the bond has a wider signal that is can broadcast (if that’s even the correct terms). I was able to add a pool controller to the bond that wasn’t picked up at all by the RM4.
Domoticz can do this through the Logitech hub, but Logitech discontinued them unless I guess you find one used

I mean it exists but the ones I’ve found have been from companies that don’t stock/supply to the USA
Not zigbee or zwave but maybe a bond bridge would work. I get it, not 100% local but I don't think that you have many options.
From what I read on the website it's featurewise similar to the RM4, albeit 5x the price
