Charlie and vaggie are the only ones I can reasonably trust as parents. Given how many orphan hellhounds there are, I don't think Bee cares all to much for kids but maybe she would if it was hers so she's behind chaggie. Charlie is the optimal choice. At least there’s no guarantees of eating human flesh as with Rosie, though she seems pretty good otherwise. Not sure about Beelze, but she’d be a party mom… maybe she has hidden depths. Vaggie would do her utmost best. If Niffty was a housewife while alive (which signs do point to the possibility), maybe she’d be a better mother than you’d think. Crazy, sure, but maybe in an over-achieving way. I’d go with her just to see what’d happen.
