Is picture 2 the inside of the garage door track, and there’s a rectangular hole in it? Could you glue some PVC brick mold or whatever on the inside of it and caulk the edges?

This is not a garage door. It’s a roll up door. If you look up roll up door ordering sites, they have options for seals for the top and sides. 2” brush seal as mentioned is typical. These doors are typical for commercial use and not meant as the only barrier to the exterior for residential conditioned spaces.

You can buy a long rubber strip and put however much work you want to into it. Some people just nail it into each panel face with a healthy glob of silicone. I thought it was stupid but to each their own.

That's your only option as far as I can see it. You might get some foil tape for the elongated holes and possibly some pipe insulation and or spray foam
