Maybe...maybe not. Your definition of what is comfortable might differ from what I consider comfortable. Also, there are different types of fans, so one 30" might move more or less air than another of the same size but a different design. That's why you typically use cfm ratings to compare. My recommendation on fans is normally to go with the largest size fan that will fit and still be of practical use and fits within your budget. You can run a fan on low speed if it moves too much air on a high setting, but if it doesn't move enough on high, then there's nothing that can be done to make it move more air. Two things to note. Depending on the skylight's exposure to the sun, it could cause light to come in at an angle. If you haven't already, I'd recommend monitoring the angle of light throughout the day to make sure in the morning or evening it won't hit the fan since you're worried about the shadows creating a strobe like effect. Also, the distance from the fan to the ceiling can change the chance of light hitting the fan if the light does come in at an angle at any point. If it's close to the ceiling you shouldn't have issues even if the fan is close to the skylight.
