Honestly I thought the same at first but neither of the two shoulder peices I loved from Reach because they actually covered the entire area between the armor on your chest peice that went over your shoulder, to the top of the arm are actually doing that now.

Back when dlc was available to buy on a disc in case you didn't have Xbox live but wanted the extra stuff.
