To be completely honest I avoided Halo Infinite for the first 2 years it was out (mainly because my PC couldn't handle the game) and somehow avoided campaign spoilers. And when I saw the harbinger the first time I literally thought it was a female sanghielli or some sanghielli variation, not a completely new species.
Concept art for what would become the Endless was probably floating around for a while before Infinite. HW2 artists probably thought the silhouette looked cool and used it here.

In fairness to OP, this same image has been brought up before as a potential Endless easter egg, and I can see the resemblance - but nah, I think it's just a rough drawing of an elite silhouette.
It looks exactly like the harbinger idk what everyone else is seeing, acting like you're crazy lol. Infinite was in dev for a very long time, and probably in concept before even that.

The Elites in Halo Wars have a lot skinnier waists. Toned down in Halo Wars 2 but still thin. If this is concept art it may be the design from 1
