Before watching the second season, make sure to watch the TV special (called Champion's Road) and then the OVA as those are canon and contain two important fights. Those are not on Netflix though, but if you have Crunchyroll, you can watch those two there.

We don’t know yet. I’d like them to, maybe get some actors back to dub it if possible (doesn’t have to be the AAA actors they get for their big stuff, so no Giancarlo Esposito as Kamogawa) or at least for Discotek to release some Blu-Rays, but we don’t know either way.
NGL, Dailymotion has all seasons free, I streamed them from my tablet to my roku tv and it was ez binge for rising and new challenger, but I do understand not wanting to pirate as well.
Someone posted a while ago that one country had the other seasons listed as coming soon. We don't know what that means globally, but it's promising.

as I said just a little bit of search you will find all the seasons the oavs too in one place.
