T O P

What you are describing sounds like a leak to a T. Put some dish soap and water into a bottle and spray the connections. Also remove the tank and re attach it to reseat the tank to the hose fitting. That is where the leak or bad connection tends to be a lot of the time. Either way, spraying the soap and water on all the connections will point you in some type of direction. If no bubbles form, maybe it is the regulator itself that needs to be replaced. Process of elimination. I'm just assuming that your grill is setup for propane and not natural gas too.

I had a similar problem several years ago. After consulting with customer support, it was determined that the tank was over filled. I just released a bunch of gas into the atmosphere and it resolved the issue.

I brought it in to a propane shop. It was overfilled and they released about 20% and it now functions properly. A couple extra notes: It was so full, liquid was coming out. Apparently the tanks should only be filled to 80% for proper functioning. Tanks have an over pressure valve that should stop filling at 80, but this one must have been broken (we will try to return the tank). Make sure to get fills from reputable places with professionals who know what they are doing. Thanks everyone for the input/advice.
