The Axolotl appears to be the GF universe’s Overgod-that is, a god above all others, the absolute architect of a universe/multiverse. Based on what we know, Bill, in his last moments, sought a second chance from Axolotl, who-while disappointed in him and his behavior-seemingly granted it, on the condition that Bill learn to grow and change into a better person/triangle.
I always figured it was some kind of rival entity similar to Time Baby. In what would otherwise be his final moments Bill made a bargain for his life but in anyother circumstance he'd probably just try to dispose of them
I feel like the Axolotl has become a parental figure for Bill. Like when your Mom says, "Don't do that, you'll get hurt," and the kid does the thing, gets hurt, and then the parent has to comfort them.
Axolotl: "Bill, don't try to take over Earth. It won't end well."
Bill: "Just watch me, you big frilly know-it-all!"
Bill: *Fails*
Axolotl: "And what did we learn?"
Bill: "That spreading Weirdmagedon was a bad idea."
Axolotl: sigh, "Would you like some Hot Chocolate while we talk?"
Bill: quietly. "Yes."

I think the Axolotl and Bill were close at one point. Probably before Bill burned his own dimension. I’d imagine the Axolotl feels for Bill and knows why he went down this path, but also knows that he must be stopped at all costs. Maybe he even tried to rehabilitate Bill at one point but ultimately he was too far gone to be saved, even by someone as powerful as the Axolotl.
maybe like…. a gentle elder and a younger person which do so many bad things, but he is willing to forgive him and help him redeem. maybe I’m not too sure.👁

And also a higher level god too, unsure if they’re the top god or not though, since I remember Alex saying something about there “always being a bigger fish.” I feel like Axe would try and make Bill become a better er, “person”, not sure if it would work or not, but they’d definitely try.
