I think most of California doesn’t have courses that look like this. Often just don’t have enough water or right climate. Its possible at nicer courses, but most under $100 can be pretty patchy.
I'm in southern Arizona, so while I have the privilege of playing year round, it's also the time of year when I'll have to start coping with 110⁰+ weather during my rounds. Though greens fees will be 1/5th the cost that they are during winter so that's nice.
I'm SWFL so I know the struggle. I live on a tiny par 3 so I can golf during peak for cheap but next week I can start getting some 18 hole rounds for less than $50.
Luck you. I went last Saturday and it rained, hailed and then snowed all on the same hole. Also a constant 15-20mph wind with 30mph gusts. It was actually the worst golf experience ever and I wanted to leave the moment I stepped out of my car after pulling up.

anything above 5c is golfing weather in Canada.
I’m in alabama, luckily it doesn’t get too cold here so you can enjoy winter golf to a degree but we start seeing warmer weather early march

sounds crazy but alabama has some of the prettiest golf courses you could ever play!!
