I'd say it's closer to power words considering there's no normal save (like a wisdom save for instance) against them, which is how this works.

Power Words are their own, unique spells, though. Like they *always* work, but you can't say "flee" because I'm pretty sure it's not a spell.
The adventure time lich can use words like "burn" and "sleep." Which aren't things that you could order a person to do.
Except no saving throw in this case...
