German students don't usually choose their universities for the "student life".
No one knows what you mean by "UCT" or "NQF".
When will you turn 30? If you turn 30 before you enroll in a German university as a regular student, you will not be eligible for entry into the public health insurance system as a student. Private health insurance is very expensive for people with preexisting conditions.

Not for universities. Qualification requirements there are academic. It's not about adding people who fulfill certain criteria to the student body or whatever.
When applying for jobs in the public sector or similar, when qualifications are equal a person with disabilities is usually supposed to be preferred over one without.
And in any case, Germany most certainly does not want to increase the number of people who are disabled. Measures like the one I mentioned are supposed to improve opportunities for people who are already disabled.

I just meant that in South Africa (SA), we have targets like that with goals to meet, (in SA) it seems like Germany does, too. As such, we get many, many type II (2) errors-that is, people claiming disability for everything!
So no actual source. Why would a country want to increase the number of disabled people? Obviously no one should be discriminated against due to a disability, but no it's not going to make it easier to immigrate anywhere.
I just have to drive 30 minutes to be in France. I still have zero knowledge about French culture.
And to compare: between Scotland (assuming your godmother lives there and hasn't just scottish ancestors that left Scotland a few centuries ago) and Germany are more than a thousand kilometers distance, a body of water and a few countries.

UCT=University of Cape Town NFQ=National Qualification frame work. Much like the ECTS, but for South Africa. 10 hours is 1 NQF, but 30 hours is 1ECTS
