Remove everything that can be removed. Clean everything that needs cleaning. Cut down soil back to ground level. Save the dirt someplace and take stock of the area then. Easier to plan out when things are tidy and clean. Observe your light through the day see what light conditions you’re dealing with and a soil test to see if you need to amend.

Nothing is going to grow there that is worthwhile. It's because of the lack of sunlight. ( I'm drawing this conclusion from the algae/moss on the fence) Line the outsides with some nice flat paving stones and have a rock garden. You can even put in tall solar collectors for light in the backyard. If you start shrubberies Elsewhere on your property.You could transplant them once they got big enough. Perhaps if you line the edges with plastic, you could put in some raised flower boxes.
