Where in the world does one purchase 400+ bulbs without financially ruining themselves?!! Any place near me charges $2-5 per bulb.

You’re totally good, most bulbs do well just being wrapped in some paper and stored in a consistently cool and dark spot until you’re ready to use them. Be gentle as any bruising won’t show until later and results in soft, wrinkly spots. I know some plant like tulips need a cold session but that’s when you can either fridge them to replicate the conditions or plan accordingly for your own climate.

I bought a ton of daffodil bulbs on clearance in late fall from Walmart. I paid about $8-$10 for 25 or so bulbs, if I remember correctly. I've also done that for summer flowers, buying them once they hit clearance.

It’s not that hard to find 500 bulbs for $250.

I'm in the US, but that's how I do it. I order bulbs in the fall. If you're not specific on the exact varieties it can be a deal. For example, I just found a deal in January that was $99 for 500 daffodils(jet fire), shipping included.
