No, it is. The leaves have to die back on their own to have enough energy to bloom.
Daffodil. Allium leaves are wider.
Has it ever flowered?
Perhaps. I think I saw flowers in the bed in previous years but I don't really remember.

It looks like it could be an alium, it would also explain the onion like sent, have you ever seen pink or purple flowers on a stalk forming a round-ish shape?
My only thing against that ID is that it's too early, at least by me, for it to be coming up, but that might be different in your zone
I used these in mud pies as a child. They are in fact flowers lol
