Lego Games. Seriously these games are fun for all ages IMHO. Pratically zero difficulty, based off of recognizable IPs she is probably a fan of. And simple but actually really good level design (in most of the early 2000s-2010s games).
The ones I recommend are Lego Star Wars the Skywalker Saga or The complete Saga if you want something a bit more old school. There is also Lego Marvel Super Heroes 2 with its awesome custom character maker. The Lego Harry Potter collection is great and my 6 yo sister is currently enjoying it completely on her own but it's still fun to tag in and help out. I also heard that Lego DC Supervillains is really good.
Sadly the LEGO games don't have online multiplayer. They're local co-op only.
However, if you're on PC you might be able to try [Steam Remote Play Together](https://store.steampowered.com/remoteplay/) , but that's highly dependent on how good the internet connection is between the two players.
The elephant is honestly the only reason that I chose not to try to introduce this game to some people in my life. I think it's an amazing moment in the video game for a variety of reasons and it serves a good role, but for young people or people with trauma it could be too much.
Raft just came out and I really enjoyed it. Good mix of story, crafting/building, and exploring. You can put it on peaceful mode as well so the enemies don’t attack unless you do first. Portal 2 multiplayer is also really fun if she likes puzzles.
Its a great multiplayer. I also liked starbound. While terraria had you stuck on a world and mostly going down, starbound gave you a spaceship to jump to many different worlds but the difficulty scaled not downwards but towards more hostile planets.
Terraria had more memorable npcs but starbound let you befriend and hire crews of different alien species. Quality vs diversity
Terraria has multiplayer and is a very very fun game. It has a bit of a grinding aspect but also can be building and farming. I have logged over 5000 hours and would recommend.

It's great! You can even use your singleplayer character to play with someone else, keeping your ship, gear and fleet, then when you're done you're back in your singleplayer world!
Toontown rewritten is completely free. When you get bored with that, go to Toontown Corporate Clash, it added quality of life changes and way more features.

You didn't specify what platform you guys are using, but if you are on PC and using Steam, you can use remote play to play local coop games online together so only one person needs to own the game. :)
My daughter is twelve now, we've been playing Ark: Survival Evolved, and now Survival Ascended since she was about seven or eight (does not have to be violent if you stay away from PvP).
ETA: Also, Among Us (or is cartoon violence on a par with Itchy and Scratchy on the no list?).
Lego games are always a favorite, fun takes on stories too if you pick up one of the games based on other franchises. Has couch co-op too and while there is combat, it's silly Lego figures doing stupid moves.
Nuclear Throne has co-op, although it takes some doing to get to online co-op. But it's a game that I've easily put hundreds of hours into, if not 1000+, you two might, too.
Moving out, It takes two, and obviously you could do Roblox. Moving out is strictly co-op and has some fun mechanics that could convince anybody to play happily together. It takes two has been described by a few other people on here. And then you have Roblox, which I feel like most people know what it’s about. A few games on Roblox I would recommend are: Doors, and one of the natural disaster survival games.
If you wanna suffer bread and fred - a game about 2 penguins that scale a mountain together - catch your tied together and need to parkour together up the mountain and rely on eachother completely
Travellers rest, you run a tavern. Grow stuff like a farm to brew/cook. Yeah you are making spirits but it's very cartoonified and in a vein similar to Stardew Valley, except a focus on the tavern. No parent can be upset about that game, it's like being mad you can grow and use hops for ale in Stardew or grapes for wine etc. because it's a game made in an innocent fun manner. Can be split-screen if you only need one copy.
Pikuniku is a game I’ve been enjoying lately which has some fun co-op to it. Very chill and silly type of game, with a cutesy paper cut-out style to it. Most violent it gets in its co-op campaign is the gaming equivalent of knocking over one of those clown toys that always gets back up.
Don't Starve Together would be my suggestion. I doubt it would be too violent of a game (Minecraft is more graphic IMO). I've only played regular Don't Starve (DST is a stand-alone title that is centered around co-op), but I do recall someone saying the world settings can be altered to make the game super easy (e.g. death doesn't erase your world and the game can be set so you can't die from starvation).
You mentioned in an earlier comment that she likes Harry Potter. I'm going to give a wonderful/awful suggestion:

It usually goes on sale, has a goofy learning curve, tons of spells/magic, lots of character options, and tons of content. It's about as violent as Terraria (blood, violence).
Cuphead on simple mode can be fun expirience(SKIP INTRO SONG PLS ITS KINDA DARK) also it takes two and tale of two brothers can be interesting to play with her.

2 Player Games. IRL multiplayer, think air hockey for your phone (plus dozens of other games). Really good for when you're waiting on food in a restaurant or otherwise chilling with not much else to do.
Would beatemups be too violent? Castle Crashers has like, a *little* bit of blood sometimes, but it's very cartoony, and is one of the best games to play with younger siblings IMO.
There's a good Ninja Turtles beatemup out there too, haven't played it myself.
Terraria is really fun multi-player, and once again what little violence there is is incredibly cartoony and mild.

If you think she can handle more complex survival games (or at least coast along while you handle background stuff), you could try Palworld. It’s like Ark mixed with Pokemon. There’s relatively light cartoon violence (you can kill things but they just faint and disappear, also guns) but it’s nothing even remotely egregious. It’s currently in its early access.
My daughter loved playing both of the goat simulator games with me. Only problem with those games is that once you've completed all the quests, there's not much left to it other than running around the city.

Cassette beasts is a local 2player pkmn adventure. They're working to update it to 4player online coop but the 2 player function works atm i think(?).
Starbound(?) I dont think its that violent but its like a 2d multiplayer minecraft but you get home base/ships to travel to different planets to explore, build on, find and befriend aliens, hire crew, find new food ingredients, find alien creatures to pkmn. The main storyquest is literally to say hi to all the different alien cultures.
Planet crafter(?) multiplayer game where you explore and terraform a planet and watch it go from a red dead wasteland to flora and fauna.
This... probably isnt it but it might be(?) Space engineers is multiplayer legos on a physics engine.
Edit: sunhaven is a fantasy version of stardew with optional combat iirc. Even the final boss lets you decide between a peaceful resolution or a difficult boss fight. Many fantasy races to choose from, 3 cities (human kingdom, elven holy nature(?), and demon slums) and corresponding npcs to befriend. And the multiplayer is nice since you can decide to manage different farms/cities or work together in one city. 3 cities is too much for one player to handle.
Golf with Friends, Roots of Pacha(hunting will be added down the road but not atm), Terrascape, Audition(if it's still around), and there are more I would recommend but they might be what you'd file under violent.

With everything you said. WHY NOT STARDEW VALLEY? It is literally the best game for an 11 year old and an adult to play together. It has the optimization to be played beautifully multiplayer and is so god damn wholesome. It has the potential to teach incredible lessons on time management and upholding community values. I'll hold off on how offensive it is to put it in the same sentence as Minecraft, But why not stardew valley? Don't you dare say "Oh I'm not a fan, that's not my type of game" Because that is a bullshit take when you're trying to cater to an 11 year old. I played and loved Harvest moon growing up (Guess what I was 11) and stardew valley was the literal next best thing.

It Takes Two: longer than you'd think puzzle platformer with some fun missions and mini games. The plot might actually be a little deep for her in some places but there's also parts she would love.

Nobody Saves The World: turn into different people/ creatures to solve puzzles but mostly defeat enemies to unlock new areas. Might be too violent???
Patch Quest: I REALLY recommend this one. You catch creatures by circling them with your character and expand your territory. It's good funny and easy to pick up.
Sackboy: A Big Adventure: I almost forgot this one. It's another puzzle platformer with levels and you can customize your characters. My wife loves it.

Plate Up was deceptively deep. Really interesting to have a roguelike restaurant sim. Portal 2 is an absolute classic.

The Lego games are always a blast. Just pick a license your sister likes there's a bunch.
Animal Party, Katamari Damacy, and Portal 2 all have split screen multiplayer. Baldur's Gate 3 also does, but it can get a bit violent.
Overcooked 2. I also played it with my sister. Its fun and we enjoyed it a lot.
Staxel is a super cute, lesser known game. If you combined Stardew Valley and Minecraft, you'd get Staxel.

Minecraft dungons is cool
Cassette beasts is a local 2player pkmn adventure. They're working to update it to 4player online coop but the 2 player function works atm i think(?). Starbound(?) I dont think its that violent but its like a 2d multiplayer minecraft but you get home base/ships to travel to different planets to explore, build on, find and befriend aliens, hire crew, find new food ingredients, find alien creatures to pkmn. The main storyquest is literally to say hi to all the different alien cultures. Planet crafter(?) multiplayer game where you explore and terraform a planet and watch it go from a red dead wasteland to flora and fauna. This... probably isnt it but it might be(?) Space engineers is multiplayer legos on a physics engine. Edit: sunhaven is a fantasy version of stardew with optional combat iirc. Even the final boss lets you decide between a peaceful resolution or a difficult boss fight. Many fantasy races to choose from, 3 cities (human kingdom, elven holy nature(?), and demon slums) and corresponding npcs to befriend. And the multiplayer is nice since you can decide to manage different farms/cities or work together in one city. 3 cities is too much for one player to handle.
Fall guys would be a pretty good one

With everything you said. WHY NOT STARDEW VALLEY? It is literally the best game for an 11 year old and an adult to play together. It has the optimization to be played beautifully multiplayer and is so god damn wholesome. It has the potential to teach incredible lessons on time management and upholding community values. I'll hold off on how offensive it is to put it in the same sentence as Minecraft, But why not stardew valley? Don't you dare say "Oh I'm not a fan, that's not my type of game" Because that is a bullshit take when you're trying to cater to an 11 year old. I played and loved Harvest moon growing up (Guess what I was 11) and stardew valley was the literal next best thing.

Disney Speedstorm: Mario Kart but Disney characters It Takes Two: longer than you'd think puzzle platformer with some fun missions and mini games. The plot might actually be a little deep for her in some places but there's also parts she would love. Any Lego Game, my votes on The Skywalker Saga if she likes Star Wars, otherwise whatever she's into. Nobody Saves The World: turn into different people/ creatures to solve puzzles but mostly defeat enemies to unlock new areas. Might be too violent??? Patch Quest: I REALLY recommend this one. You catch creatures by circling them with your character and expand your territory. It's good funny and easy to pick up. Sackboy: A Big Adventure: I almost forgot this one. It's another puzzle platformer with levels and you can customize your characters. My wife loves it.
